The RNA has been contacted by a few residents in regards to the increased speed and noise of the whistle blowing along the CPR tracks. Trains whistle at railway crossings for the protection and safety of the public. Locomotives have been whistling in Canada for more than a century. The city actually requested that the train speed be increased from 10 mph to minimize traffic congestion. As you are aware, cars have been stopped for a good 10-15 minutes waiting for trains. CPR complied with this request by upgrading the tracks this summer and now trains travel at 25 mph. A cease whistle order can be issued for the John Bruce Road level crossing, however, this involves a lengthy process between City Hall, CPR, Transport Canada and a petition of residents. A cease whistle order means that the city will have to pay increased liability insurance which in turn translates to a tax increase for all residents. Any of you may feel free to initiate the process. The process usually takes about 1 year or more to complete.

At almost any time of the day, you can see people walking along the tracks - children walking to/from school, people walking their pets, people with bikes, people walking with headsets on. Technically, these people are trespassing on private property. Due to concern about legal ramifications and because initiating the process of a cease whistle order is contrary to our Mission Statement, the RNA feels that we should not take a stand in this matter. The opening line of the RNA Mission Statement reads, "The purpose of the RNA is to foster a positive and safe community for all Royalwood residents and visitors."

Even if a cease whistle order is put in place, the train must blow the whistle any time of the day or night if the engineer sees people on or near the tracks.
